4iG IT clinches EUR 54m government contract to upgrade Montenegro law enforcement and border police

The contract strengthens the presence of 4iG Group in the Western Balkans and its international IT and systems integration business

  • Following the preliminary announcement in March, 4iG Information Technology Ltd. (4iG IT Ltd.) and Ministry of Public Works of Montenegro today signed a definitive services contract with a budget of EUR 54.25 million to deliver a digitalisation and technology development programme for the country’s law enforcement and border police agencies.
  • The agreement expands 4iG Group’s IT and systems integration business in the Western Balkans and opens new market for 4iG IT to export Hungarian technological expertise through international government partnerships.
  • 4iG IT Ltd. supplies equipment and IT systems, and provide the associated installation, commissioning, systems integration and specialist training services.
  • By modernising law enforcement and border protection capabilities the investment supports Montenegro’s preparations for accession to the European Union.

4iG IT Ltd., a subsidiary of 4iG Group, and Montenegro’s Ministry of Public Works signed a definitive contract for the digitalisation and technological modernisation of the country’s law enforcement agencies. The signing took place on 20 October 2026 at a ceremony during the AIM 2026 EU–Montenegro Investment Conference in Portonovi. The agreement establishes the contractual framework and implementation terms for the project, which was first announced in March 2026. This is 4iG Group’s first IT services contract with a foreign government, under which the Group will deliver comprehensive technology upgrades and integrated IT solutions for the government customer. 4iG Group is one of the biggest investors in Montenegro and has been present in the country’s telecommunications market since 2021. Its subsidiary, ONE Crna Gora, is one of the country’s mobile market leaders.

The full budget of EUR 54.25 million is available to modernise the equipment and systems supporting Montenegro’s law enforcement and border protection agencies. Ministry of Internal Affairs is the end user and participates in defining the technical requirements and approving the solutions. The investment aims to strengthen law enforcement and border protection capabilities in line with Montenegro’s preparations for EU accession.

The programme includes upgrades to technologies supporting border inspections, communication systems and IT infrastructure. 4iG IT will supply equipment and systems and provide the associated installation, commissioning and systems integration services, alongside specialist training and expert support. The solutions will support day-to-day law enforcement operations and improve the technological capabilities used in border checks.

“4iG Group has been present in Montenegro for five years. Our partnership with the Montenegrin government has always been built on mutual trust and commitment to the country’s long-term development, and we continue to build on these foundations. The shared objective is to provide modern technology together with the expertise needed to use it effectively. Strengthening law enforcement and border management is an important step in Montenegro’s preparations for EU accession, and we are honoured to contribute our expertise as a partner in this process,”
said Gábor Radó, CEO of 4iG IT Ltd.

“By signing this agreement with our Hungarian partners, we have opened a new chapter in cooperation aimed at developing and modernising Montenegro’s border security infrastructure. This agreement represents an important step towards strengthening our border police capabilities, introducing advanced technological solutions and creating the conditions for closing Chapter 24 of EU negotiations. Through this cooperation, we are creating new opportunities for knowledge exchange and the implementation of European standards. The Ministry of Public Works remains committed to delivering strategic projects that support Montenegro’s modernisation, balanced regional development and improved quality of life for its citizens. Today’s signing also reaffirms the strong partnership between Montenegro and Hungary and our shared commitment to the country’s long-term and sustainable development toward EU,”
said Minister of Public Works of Montenegro, Majda Adžović.

The agreement strengthens 4iG Group’s market presence in the Western Balkans and expands its regional activities in digitalisation services and systems integration alongside telecommunications. The project supports the international application of 4iG IT’s systems integration experience gained in Hungary and contributes to the export of Hungarian ICT expertise.

4iG Group has been present in Montenegro since 2021, where its subsidiary, ONE Crna Gora, is one of the country’s leading mobile operators. As a strategic partner to the Montenegrin government, the Group has carried out significant network upgrades in recent years, is participating in the rollout of 5G infrastructure, and plays an active role in developing the digital ecosystem and introducing innovative technologies.x
